Right Hand Pointing does about 12 issues a year of short poetry, very short fiction, art, and other things. They also e-publish chapbooks, but do not accept unsolicited submissions for those. Fiction is 500 words and under. Poetry is 16-20 lines max, or 75-100 words max, but you must review the guidelines.

rhp was founded and is edited by Dale Wisely. Dale selects poetry and art and designs each issue. Fiction editor is F. John Sharp. Copy Editor is F. J. Bergmann.
